To reap the benefits of a converged packet infrastructure, operators need to launch a rational OSS strategy in parallel with any planned migration and service launch. Converged services are highly reliant on flexible management systems so as to adapt to changing customer requirements. Without a parallel OSS migration strategy, operators stand to negate some of the substantial operational savings that packet infrastructures can offer.

Traditional circuit switched networks reserve resources from end to end in a fixed inflexible manner with initial development geared towards voice traffic. As a result providers have separate voice and data networks.
Further more, the operations and management of these networks are based on restrictive proprietary systems with limited vendor interoperability.
